The lady at 3:02 is Marie-Louise-Elisabeth Vigée-Lebrun. The extrodinary woman who painting so many of these portraits.

No, that is Gabrielle de Polastron, Duchesse de Polignac. But Elisabeth's 'Self portrait in a straw hat' could be easily mistaken with her painting of the Duchesse, they are similar looking.
