Because Google wants Office Users to their Service such as Docs. Plus, if they want to use, they will need to register for Google Account. Might have a chance to convert someone (who is a HotMail user or other) to Google Gmail User.

Google does not pact with Microsoft. This is a handy product for MS Office users, opening them up to the idea of the cloud without forcing them to leave MS.
When Apple releases Safari for Windows, or Microsoft makes an Office version for Macs, they're not colluding, They have been colluding against Google, though, by forming a consortium that aimed to grab patents right from under Google's nose.
