The point of temperature surfing isn't to brew at the highest boiler temperature. As you've shown here, the boiler overheats and the water initially is superheated and will burn your espresso. Temperature surfing is a way to find the optimum temperature for brewing... people use different methods. Some wait a certain number of seconds (predetermined by trial and error) after the light goes off, only then do they start extraction at the perfect temp... good luck!
The boiler is under pressure so the first short burst at that temp (100C+) will be steam at atmospheric pressure. After that it's plain old liquid water.
Usually do your temp surfing with the portafilter off... then it'll be fine :)

Thats a crazy problem...maybe something to do with the 3 way solenoid? Have you fixed this?
