The first time he pulls him back he is on what they call the strong side, which allows him to go directly to the RNC because of his arm position, which is over his shoulder. When he rolls to the weak side he moves to the armlock.
In the Combatives course they teach you to go for the RNC on the weak and strong sides, but this is a great alternative for weak side.

This move in my opinion is the best option when a guy is very intent on defending the choke. So this move complements the rear choke very well.

one detail some may have ignored (even though ryron and rener do point it out) is that when you finish this armlock you must always keep your opponent's thumb facing up, otherwise he won't feel much pain.
