Here i have a solution
Don't buy a car that makes you go back to the dealer.
When your are talking to the sales person just ask them "Do I have to come back to the dealer for repairs" If they say yes then just leave and go to the next dealer.
The car manufactures will react right way. Going to congress will get you nothing.
Have informed consumers and this problem will go away real soon.
I thought NAPA was smart. They should know congress will do noting. And even if they do, it will be bad.
