....but you still have to dive down there and adjust the legs, all he did was raise the lift.

When you raise the whole lift up like that, the adjustment bolts are then at the surface level. You not have to dive down to adjust the legs. He not raising just the carriage, he's picking the whole lift up and raising it to the top of the water.
