its a river, so its always moving, it will run down into other rivers... and eventually hit the Mississippi river

It dissolves into the water after about 3-4 days, and doesn't leave any toxic traces. The chemical reacts with the algae in the water, turning it green. The algae dies, but winds up growing back after about a week or so.
