This is obviously an unstable, violent, and dangerous person. It scares me a lot that any prosecutor would pursue charges against any person other than the cop.

One tactic that corrupt police have been known to use, is to harass an individual while at the same time spreading rumors the person is "paranoid" and that he "thinks people are harassing him".
This is a rather nasty form of harassment which isn't often used because of its nastiness, but when it is used it is usually very effective. Plus, they try to make the person look like he has "psychological problems":.
It's also built into the American psychology field, which some countries use too.
