Ireland actually has two sets of 27 MHz frequencies allocated for the Wireless Public Address System (WPAS, the same thing as Community Audio Distribution System in the UK).
The first set of frequencies are the same as the UK FM 27/81 allocation (27.60125 to 27.99125 MHz in 10 kHz steps) and the second is 27.605 to 27.995 MHz in 10 kHz steps, both AM and FM modes are allowed on both sets of frequencies.

Yeah I heard something similar on the uk muppets channels 20+ something last year when we had a bit of skip in london and i was talking to bob in belfast

I heard something similar to this on UK channels 20 and 21 on Friday 10th (Good Friday) - I strongly suspect it was coming from Ireland or Northern Ireland.
