After opening scene where couple is talking (comment below), should have boy opening the front door while talking on his cell to his buddies. He's not paying attention and that's how the dog gets out. . .
500 characters aren't enough to be helpful so I've splint into two. Part 1: Good potential and great idea but . . . It should begin with a couple saying "Just get the kid next door to watch Sparky. He's nice, I'm sure he'll be fine." Keep the next part where the dog gets out (in high speed), but have the dog chase the little old neighbor ladies cat up a tree, little old get angry, calls police.
