Viper is considered low tier because all the initial tier lists ranked her lower middle tier (nobody knew what her capabilities were), and everybody kinda wrote her off back then. If more people understood what she was capable of, you'd see more Viper scrubs online mashing out AA TKs and ground BKs,

Not a problem :). Don't forget that a handicap DOES kick in near the end of a match, where the player with less health will take less damage.
