The horizontal accuracy and vertical accuracy are standard fields in GPS packets, used to manage/cope with degradation data quality (positioning).

A year's worth of data for dead reckonning? bollocks! Having worked on many embedded projects also using GPS I know that every app's data is accounted for in the design of the system, so something like this couldnt have just crept in! This was a management decision at least! You don't just collect large volumes of such extremely personal data for nothing fun!
