The raging debate on the proposed hybrid model of government seems destined for a new direction, with suggestions that Kenyans be presented with two drafts to pick from on either the presidential or parliamentary system. Agriculture minister William Ruto says taking a contested draft to the referendum could easily result in the draft being rejected as it happened in November 2005. Analysts on the other hand want the committee of experts to be bold enough and suggest either a parliamentary or presidential model.
