1) There had been several B&E in that neighborhood in the past few weeks, including Gates own home previously. The officer was responding to a B&E at the residence. The woman who reported the B&E saw 2 men entering the house. Gates was the only man that the officer saw. It was the officers duty to ensure that there wasn't someone hiding in the house that Gates was unaware of.
2) Gates was arrested outside his home after following the cop outside and taunting him after being warned many times.
