After T3rial and errer it worked i took out my action replay once i got the pichu took all pokemon of team except for one that can cut and pichu and vuala i got the other one hope this helps everyone

You need Pikachu Coloured Pichu in the front of the party. Than just walk up to the shrine and he should appear
