Well this is a Plasma specific thing, and Plasma is what we call the desktop background and widget engine. I'm about 90% certain that you cannot do this on gnome but if you're running Ubuntu ( or in fact any of the popular distros) it is really easy to install KDE to try out without harming your system or setup in any way. Oh yes it is! I think its about time to really push it out there to all the people we know and they will really like it.
Apart from that even just the new theme is very beautiful :D
