In the modern global economy, highly skilled workers are increasingly important to continued growth and prosperity. Yet despite the dramatically increasing demand for foreign skilled labor, Congress has failed to increase the number of H-1B visas. As a result, U.S. immigration laws permit only a fraction of willing, skilled workers to add their talents to our society, reducing the welfare of both domestic workers and those who were denied access. Senator Judd Gregg believes reforming U.S. immigration policy would improve economic growth, expand individual choice, and maintain America's competitive advantage in innovation.

  • None of them were H1Bs; H1B started in 1990 so it had nothing to do with Khosla or Bechtolsheim coming to the US. Khosla was non-technical basically and accountant; Bechtolsheim can from Germany not China or India.

  • The demand is there: the biggest users of the H1B are the Indian outsourcing firms: Tata, Winpro and Infosys. The H1B has loopholes that allow H1Bs to be paid less than a prevailing wage. There are about 1.5M jobs skilled worker jobs held by foreign visa hold at a time when American college kids cannot get jobs. If H1B was reformed to let in only the rare workers and the cheap labor was deported, then the unemployment rates of native born college kids would be zero

  • Yes, we need the best and brightest too bad virtually none of the 85K H1Bs that come each year are of that caliber. Even if they cant come they dont compete against us, they simply work for the multi-nationals like Microsoft in their own country. Even if they are the B&B they dont need to be here; all the multi-nationals have a presence in almost every country and can put these rare workers to work there.

  • When you open up a slot at a tech company, you automatically create 5 jobs any way; it doesnt matter if they are a H1B or native born worker. However, when you hire a local workers there is the change that they may be a Steve Jobs, Steve Wozniak, Paul Allen or Bill Gates. To date NO H1B has risen to that status. Yes, Senator, you are taking jobs; NCIS studies have shown that H1B/L1 workers displace native born workers with cheap disposable foreign labor. What Senator Gregg says is a lie.

  • Senator Gregg says Lets attract Smart people. How do you define and test for smartness and those who dont measure up simply dont get in sounds very Nazi to me. Bill Gates, Steve Jobs and Larry Ellison, the founders of the most successful technolog companies of all time, were college drop outs and academic failures. Einstein was a C student. By Senator Greggs standard they would never get into the country.

  • Yes, we are a nation of immigrants BUT NOT a nation of H1Bs! Yes, we need to attract the best and brightest; however, H1B does not do that because its completely random. 85-90% of H1Bs is entry level and earns less than $50K/year some as low as $9/hour; only 5-10% is the rare workers earning over $200K/year that Senator Gregg is referring to.

  • H1bs are not immigrants they are guest workers- NIVs(None Immigrant Visa holders). Most H1Bs are not highly skilled rare workers but are low paid entry level workers according to NCIS study. No H1B has ever founded a Fortune 500 company. H1B cannot be brining in the best and brightest its completely random.
