News 10 Now, Albany, NY 01/29/2010 -- At least two state lawmakers are pushing a plan to change how the state's 60,000 prisoners are counted by the Census Bureau when it comes to drawing state and local legislative districts.
Senator Eric Schneiderman and Assemblyman Hakeem Jeffries are supporting legislation that would require prisoners be counted as living in their home communities and not at prisons. They say counting prisoners where they are incarcerated distorts political representation in urban communities where most convicted felons are from.
