Where can you get the WAHA~ character? I looked on most of the major MUGEN discussion boards, but to no avail.

Is that WinMUGEN or some other MUGEN engine?

WAHA~ is from the Nijikaku full game. You have to look for it, and I forgot the link to it since it's always changing. And yeah, this is WinMUGEN.
