i dont think thats eczema, but then again i could be wrong. i have it right on my jaw... sort of in front of my ears on my face. its itchy and it burns soooo bad. have you been to a dermatologist to find out what it was?

from thegrainy footage it looks like an allergic reaction., you mention its worse in winter and you use moisturiser, possibly your allergic to a preservative in the moisturiser that you wouldnt normally use on the rest of your body, ie hand moisturiser. second you might wear woolen mittens/gloves and wool generally rash's people with sentive skin up easily.
