Get the PhysX addon for maya...
Your physX card with then control the physics resulting in better animations..

This is a great example for showing the flexibility of Maya Fluids. There are two types of fluids, gas and water and Maya Fluid solver was made only to support gas simulations and not water simulation by purpose. In this example we see he tried to simulate water type through Maya fluid Solver which I give credit to him. And he is correct, trying to do some non-standard things like this one is tricky. Notice how it almost acted like a smoke?

what are the steps to create this...i've been trying for weeks and mine looks more like "goo" than liquid

it is very difficult with maya fluids to create a convincing looking 'liquid' which you can see on the video response i've added where they've gone wrong! Essentially its just a case of experimenting with all the attributes particularly the buoyancy, but overall I'd try using Realflow or something else instead!
