Why do they always make a big deal about 'violating' the Prime Directive? Picard himself violated it dozens of times and was never reprimanded!

Because he's a sentient being and a starfleet officer, subject to the same code of behavior as everyone else. It's at least arguable that he should in some sense, "know better," since he is able to spend so much god-damned brain-power thinking of so many things simultaneously and at a high level of cognition! It is at least arguable that Picard went a little light with him. Hell, he probably needed a good "spanking."
