This riff demonstrates the concept of legato playing on a pentatonic scale, i.e. only one right-hand stroke on each string. The left hand plays pentatonic blues scale with three notes on each string. Playing three notes on each string, instead of the usual two, opens up the fretboard a lot for creative playing.
This kind of playing is very usefull for fast rock´n´roll a la Slash, Lenny Kravitz etc., but I´m sure also Hendrix facilitates this left-hand concept - because of his very large hands.
