FISA is crap. It's good to fight terrorism but to tout it as the "greatest threat the US has ever encountered" is just fear mongering. No way these rag-tag suicide bombers are a greater threat than PRNK or the ex-USSR. There are 7,500 offensive tactical nuclear warheads operational within 15 minutes worldwide. Not 1 is in the hands of a terrorist. FISA & the Patriot Act are only measures to spy on those the Neo-cons feel are the enemy of their own policies.
