I didn't "get" it anywhere, I computed it myself (or a couple dozen computers did it for me). As to why it's public domain, well, according to your point of view, either because I chose to release it as such or because it's just a mathematical object on which no copyright can apply.

This isn't a zoom on a single image is it? That would be impossibly large surely... did you somehow compute only the bit of image zoomed in on, because at some stages the resolution seems to drop then go back up.
