good question. it is sometimes due to obstacles, such as the motorway. It gives you more hight above the cars during approach in this case. You can use the whole length for departure.

@willmatos Thresholds are normally parts of the runway that shouldn't be landed on simply because they are closed and/or not maintained and could damage your aircraft.

What would happen if you had landed, say, 100 feet before the threshold. Would the FAA pull your license?

@config2000 They spin up on touchdown as they touch the runway. That is why they always chirp and let out a puff of smoke.

Now that's the definition of displaced threshold.
The displaced threshold is only in effect at night at kcws.

If you read the notices for KCWS, the displaced threshold is for night only. Look on the left side of the picture, there is a white warehouse. There is a small antenna there that is unlit, that is what the displaced threshold is for.
