Just my opinion, if anyone feels like it put it in computer and let me know please if I'm right.
The point is to expose black king either by making him capture on h-line, or by chasing and taking white g-pawn so that rook can check on g8/h8 which allows b7 pawn to promote.

@PabloPena108 i think Kc4 (tempo) followed by Kc5 , Kd6 and finally Kc7

@PabloPena108 my guess is b7, Kg4, then Kd4 white is winning cause the king can't move or white will check then queen. so black can only move his rook, and after that white moves Kd5 taking the black pawn and winning again.
