@SukiyakixD in teh 2 monts i found out. the answer to my question is simply the reason meaties work is because there are no moves except some sa's in this game that have invincibility. therefore if you time it right you will beat it out always. even ex's moves can be beaten out alhough its harder.

@maxgunn555 meatys are in every game, just throw a move with a lot of active frames on the guys wakeup. the way they deal with reversals though is way different, in SSFIV reversals/invunerable moves are way better, so your meaty is probably get hit by a reversal SRK. specially beacause SSFIV made people VERY reversal happy
