Buy Concoction if you need to.
Buy Vulneraries if you need to.

Items:
Because you don't have a lot of money, be sure to trade a lot of stuff to the characters you are using in this chapter. If you have a full Concoction, give one to Shinon, as he will need it. Be sure everyone has some healing item on him. Trade to get Shinon his Crossbow and trade some Olivi Grass from units you won't use to the units you are using.

Walkthrough:
Where to start.. How noble Queen Elincia is, she's just as or even more stupid. You may not let her die, and there are lots of arch-men further up, what does she do? Get healed and charge! =O What? Charge!!!??? =O Yeah!! Off Course SHE DOES! Together with Geoffrey, Marcia, Lucia, Kieran, Danved, Astrid, Malakov... etc.
Soo, you, yeah YOU, have to protect her. This is the best way so far...
Make sure Ike, Ranulf, Ulki, Haar and Shinon are closest up/right when you start.
Get Shinon the crossbow from last chapter and equip him with that, then move to the upper right of the screen, so you will attract many, many foes. Be careful with a bad bio rhythm though, you might want to attract less foes then usual. Back him up with Ike, Haar, Ulki and Ranulf. Ranulf will need 3 turns (Olivi Grass) to be able to help out, and Ulki needs 2 (usage of Laguz Stone won't allow him to attack right after using it). Make sure Ranulf is definitely out of the enemy's sight. Don't worry the beginning is pretty easy, it gets really hard at the end, it's a game of gamble near the end.
Down under we charge with Gatrie, Mia, Nephenee (just the rest ok? ok! =D). Make sure the weaker defenders are out of enemy's range when you head right, be careful for the Light Mage who attacks from a far distance. If you play it well, you will not even have to worry about your units health. When the opportunity arises you will need to kill the Light Mage with Janaff. The arch-man won't move so don't worry about that. When all 4 reinforcements have been killed, you need to close in the units blocking your way out. They will attack you with all they got, be sure to kill the archer first, so he won't be a threat to Janaff. It's best I think to move Nephenee to the midst of the battle, because her HP and Defense is pretty good, besides if her Biorhythm is good, she will most likely avoid all attacks fired upon her. Mia also has a high avoidance, so don't be too careful with her, although she has a low defense/ HP ratio, she WILL kick some butt over there. Also use Gatrie to block the way. Then you can finish them off with Rhys or Soren for some experience, be careful for long range attacks though, make sure they get to be killed first. Mordecai and Lethe can also be useful here, use them to damage some foes before finishing them off, or use them for enemies causing threats somewhere else.
When you cleared all of this, your units should be close to the archers near the boss, and Shinon will most definitely be close to the boss, so heal him up and send him to the boss (if he's already a class up, he has extra range for his bow and you will be able to take out the boss with the Silencer (if luck is on your side, with Adapt and high Critical Hit Ratio, lol ;-) )). Make sure you protect Elincia as she will most likely come REALLY close to the archers, use your other units to support her as much as possible.
After you're finished, you will be sighing of relief. This is one of the hardest chapters in the game, because this one relies on luck a lot. Imagine Shinon getting hit every time, will he be able to stay alive? Guess not, imagine down under if those units were to move some time earlier, would it have given you even a harder time? Hell yeah! Would've been much more pleasant to have Elincia flee her enemies, instead of charging after them... No rush, no harm.

Extra Info:
Here in Europe and in the US as well, Hard Mode is just Hard Mode, but originally in Japan, Hard Mode is called Maniac Mode in this game.
I co-operate on this walkthrough with hiddenshadow16 because way back when I tried to make a walkthrough on Hard Mode, I couldn't get past mission 1-1 in 10 turns. She helped me out and is writing a walkthrough about it, so I will make the visible content for her to expose in her walkthrough.
