Costa calls the problem "an image problem" — typical of a bureaucrat enamored of his own position and power. He did not so much acknowledge the problem as much as a problem publicity issueIT was not a recognition of the problems and the need for the end of the prohibition of course, it was a statement that there was insufficient recognition of the good work that has been doneI am amazed and disheartened by the reaction of the NGOs to Costa. They give praise where none should be given.
