Just google 'Bone Morph Dials Script' there shoult be a Thread on lostmarble-dot-com where u can find the Downloadlink, somehow couldn't post it.
for tutorials just search on Youtube, there should be anough ;D

Hi, good technique, do you use morph dials script in this animation? Is that line nois effect in hair?

Yes, I used Morph Dials. The movement in the hair is a result of the side view morph targets I created, no line noise used here.
