Sega censorship rules were a bit more informal/relaxed then Nintendo during this pre-ESRB era. Sega allowed games to be sold its on 8-bit and 16-bit systems with blood, graphic violence and gore, provided that they had some sort of parental advisory label. Showing or implying sexual issues; nudity, love scenes/sex scenes, French kisses, cross-dressing or homosexuality was still taboo for games made for a Sega system and generally got cut or somehow modified.

Unlike Nintendo, Sega doesn't seem to have anything against hitting girls. Their Streets of Rage series have girls in both playable and enemy character roles.
