The meaning was always mean to be the plainly and painfully obvious, it was meant as a fun record from a band who had specialised in such ditties, Harry Roy, his version was promptly banned by the BBC. records where often issued as Adult content in those days, the fun would go above the head of the children! Such records reached their height of popularity in the 1940's in the US, but had peaked in the early 1930's in the UK, with dance bands.
