Hell ya the state needs to take over. Look at the news, so many parents neglect their children or even kill them. It keeps getting worse and worse. They don't teach their children very good lessons, they teach them how to breed, get drunk, get high, and steal
Some bars that serve booze are only allowed to have minors in until a certain time. Also, the "crime reduction" is probably more intended to prevent crimes against youth, seeing as they're more vulnerable, as opposed to preventing them from causing anything. It's the same reason that you don't let your 5 year old kid into a busy shopping mall without supervision. There are idiot parents, and so what, there are shitty laws. There are more ridiculous laws, like the banning of homosexual marriage.
I'll agree with you. Altogether, I'm 100% opposed to any curfew, especially those set by the government. Parents do have limited authority to set curfews. But, it should be up to them and them alone to enforce them on the teens; no help from the Nanny State.
I don't think most 16 years-olds, or mobs of them, can yet be qualified as self-governed. I guess the curfew measures came into force because most people got tired of the real lack of self-governance of some few.
You talk about how they aren't criminals yet you have the face of a Manson Family member, wear black nail polish, and wear an ANARCHISTS shirt? So what? Are you gonna go burn down the capitol building now?

I have lived in cities with curfews and I feel it did a good job with controlling crime. In all honesty, I feel that you are right. The government has no right. It is up to the parents to make sure their kids are in the house. But, where are the parents these days??
