No. How he cheated was the night before, or a couple of months before when he injected the EPO or whatever. This was how he showed that his winning was not all about drugs, he was also a skilled and determined rider

If he had waited for Beloki to get back into the race he would still be waiting. This crash ended his carear. Even though he could not have known that it was clear as glass that he was out of the race. No point in waiting up for someone who is out of the race.

Armstrong also was sliding, but his tire stayed in one piece but he had to avoid the falling Beloki at high speed.

His only choice was to cut that corner and he didn't gain adventage because he got back in the group he was with before the crash.
