Zero was employed as a "maverick hunter" after the initial Wily program (known as the Zero Virus) ceased function. In the Megaman Zero series, "maverick" referred to something different. But Zero's job was still to stop anyone who was (in one way or another) or was trying to cause harm to others. Even if he would be called a "maverick".
That should wrap up Zero's occupation. As for the song's title.....no ideas here.

Well, -technically- he was made to rival X when Dr.Light was creating X. However, Wily managed to make one of the best heroes the Megaman universe had ever seen.
