Sorry guys, your experiment is flawed. You did point out the reason though in the fact that one cup had less water and was subjected to more intense cold as it was able to melt the ice around the cup then making let water cool faster. This however does not prove the Mpemba Effect. It just shows the faster energy is allowed to be released from water, the faster it will freeze. You rendered the hot and cold irrelevant by setting the cups on ice. Try suspending the cups in mid air.
