What Kathleen Hall Jamieson describes here is commonly referred to as "Agenda Setting Theory". That is, not only are media capable of shaping public opinion, but these agenda-setters habitually use this power to intentionally create a desired sense of reality in viewers' minds. Media reinforce their propaganda by taking polls, and the public usually just responds to the polls with what they've been hearing in the biased news coverage.
