The scenes in this video are from Harajuku and other parts of Tokyo.

With the Japanese's reluctance to indulge in hard drugs, most of these kids are ok. A few of them may be homeless, but the majority live at home with parents.

Their culture is completely different from their analogs amongst Western youth i.e. goth, punk, rocker, etc. as there may be less use of recreational drugs.

Indeed, any weird stuff happening is due to 1-5 percent of people who isolate themselves from other people.
