There's nothing wrong with powder coating a steel frame, but how is that eco? Calling this bike eco friendly is just pure marketing speak. If you want to create an eco bike, you could look into sourcing recycled materials for certain parts, using non-toxic paints, manufacturing in places with strict labor laws, manufacturing locally as to reduce the carbon footprint associated with transporting the goods, you could design a bike that takes less energy to build/transport. Lots of possibilities.
