This yet again illustrates that there is no place safe in the Gaza Strip," said Chris Gunness, a U.N. spokesman. "This fighting has to stop because innocent people, women and children, who are taking refuge in neutral U.N. buildings are discovering that there is nowhere safe."

Israel's security cabinet is scheduled to meet Saturday to vote on the basics of a plan that could end the fighting in Gaza, as movement toward a cease-fire seemed to be picking up steam on multiple fronts.

The meeting in Jerusalem, which local media were reporting Friday, would come a day after Israeli and U.S. diplomats signed an agreement designed to stop arms smuggling into the Palestinian territory.

Ending the smuggling would be another potential step toward peace -- addressing one of Israel's key justifications for a three-week offensive that has claimed more than 1,000 lives -- many of them Palestinian civilians.

In Washington, U.S. Secretary of State Condoleezza Rice and Israeli Foreign Minister Tzipi Livni signed a memorandum of understanding that would prompt an international effort to stem the flow of weapons and explosives into Gaza. Watch efforts to curb arms smuggling by Hamas »

The agreement outlines a plan to share information and provide technical assistance to keep weapons out of the hands of Hamas, which Israel, the United States and others consider a terrorist organization.

Rice said the steps -- which include blocking arms from Iran into Gaza, working together to identify ships carrying weapons and sharing technology to stop the building of tunnels from Egypt to Gaza -- would be significant in keeping militants unarmed. Israel and the United States were among the countries voting against Friday's effort You are doing a lot of work as a medical staff and, at the end of time, you lose the patient," said Egyptian doctor Mohamed Shama, who was working Friday at the Ysif Najjar Hospital in Rafah, near the Gaza-Egypt border.

Shama was working on a patient named Ala'a, who he said had taken shrapnel to the eye, chest, lungs and intestines. It was not clear whether the patient was a civilian or a Hamas militant Five U.S. forces were wounded in the blast, three of them seriously, said Lieutenant Colonel Chris Kubik, a spokesman for the U.S. military. Several embassy staff were also wounded and the explosion caused damage to the embassy compound, the German Foreign Ministry said The blast occurred in the Afghan capital around 9:30 a.m. (midnight ET) in an area near a military base as well as the German embassy, an Interior Ministry official said. Afghan security officials had been in the area stopping and checking every car before the bomb went off, CNN's Atia Abawi reported At the end of the third week of the Gaza war, the mighty military steamroller unleashed on Gaza appears to have secured its first significant achievement. On Wednesday evening, Hamas signaled that it was about to fold, declaring its willingness in principle to accept the Egyptian cease-fire initiative. But the war could still prove to be long, ugly and exhausting. Israel, however, now stands a good chance of concluding the present round of fighting in Gaza (no one doubts that there will be another round in the future) in a position that allows for a relative improvement in the security situation in the south, at least for the coming months With the wisdom of hindsight, one could of course argue that, right from the start, this was a mismatch. A modern army, armed to the teeth with the most advanced weaponry, which had trained for two years for its mission, versus a few thousand terrorists and guerillas who chose to retreat from any place where a serious clash occurred. Even within Gaza, it sometimes seemed as though luck was working overtime in favor or the Israel Defense Forces: Although many dozens of soldiers were wounded in various incidents, most incurred only light injuries (this time, unlike in the last war, all were equipped with proper ceramic vests). As of Thursday afternoon, the number of IDF soldiers killed in battle stood at 10 The purpose of Maj. Gen. (res.) Amos Gilad's trip to Cairo Thursday was to explore, together with the Egyptians, whether a deal could be struck soon that would bring about renewed, full quiet in the Gaza Strip. If Hamas is truly ready to make the concessions required of it by the Egyptian initiative, Israel will apparently consent to a quick cease-fire. This week, the discussion among the political echelon and the defense establishment focused on the question of whether the operation's achievements were likely to multiply with further IDF advances, or whether the army's remaining in the field was gradually eroding the achievements gained so far. Then came Hamas' partial declaration of surrender two days ago in Cairo, potentially solving Israel's dilemma Foreign Minister Tzipi Livni, too, who at the operation's outset had waged fierce battles with Barak over questions of substance

  • right...the supporters of terrorists are actually dumb enough to suggest that a picture of a gun and a glove automatically means Israel is in the wrong. It would take superman to make that leap.
