@edwinshap1 True, as an igniter casting tube it doesn't matter. If it was done as the propellant grain it would subject the motor casing or liner to excess heat with the results 'jimsealyjr' mentioned in his comment.
@jimsealyjr Not sure what 'double pop sound' you are talking about. The igniter you see at 4:09 in the video is similar to the igniter shown at Rocketry Central. Scroll down and go to Info-Central, then scroll down to Propulsion then to Igniter, then to solderless igniters (article 228). These are then dipped in a pyrogen to aid in ignition.
Yes, years ago I made an 'accidental' moon burner in a pvc motor case and it folded up in flight.
but as an igniter the casting tube's structure isn't all that important right? or do you mean that the top of the motor casing will be hit longer by the igniter?
@edwinshap1 Yes, but it is regressive and if the motor grain is cast this way it exposes the motor casing (or liner) to increased heat as the propellant burns away in that area and eliminates the insulating qualities of the propellant.

What is causing the double pop sound on ignition? What were you using to light the grains?
That first accidental moon burner gives a good example of the increased risk of burnthrough with nonconcentric cores. ;)
