I'm sorry about the audio on this. What I'm trying to say is that there's a new Gates Powerlink belt on it. I've never been able to compress the clutch spring by hand, but a local mechanic did so with ease. The clutch freewheels just fine. The thing doesn't "lug". Right about the time it would normally hit 35 or 40mph, it's as though the variator "tops out" and the drivetrain disengages. The result is that the bike "lurches". You can see the effect on the variator. I have no idea what to do about it.

To me that sounds like a CDI problem like the rev limiter is kicking in.. I would try a new CDI they are only about 25.00...

CHECK YOUR VALVE TIMING WITH A FEELER GAUGE. Just youtube "adjust scooter valve" but try finding your specific engine on your scooter. Let me know how it turns out for you. Thanks.

Could this be a belt problem im thinking the belt is sligtly thinner than the original so its not getting the full way up the variator and with the cdi restrictor limiting revs it thinks it already at its top speed, my peugeot scooter does this as it resticted to 45kmh and it feels tho the restricter is cutting power to the ignition as its restricted by revs only on my peugeot scooter and as my belt wears gets thinner my top end will start to drop as the gearing ends up lower with thinner belt..
