OK if 17 teen girls under 16 are pregnant at this school there was defiantly a pact of some sort going on and these pregnancies were not and accidents.

Why the hell do they keep bringing up contraceptives? They got pregnant INTENTIONALLY! What would contraceptive availability have done? Maybe if you forced the stuff on them...
They are just trying to push contraceptive policy over something that had nothing to do with it. Just cheap opportunism, hoping enough stupid people won't put two and two together and they'll get behind it. Funny really..
