@XXBladeRunner well after update 2.0 you can, choices are, Time, 0:00-24:00, Time progression(1-60) can be put to your actual time of day and go from there at (1) Weather at race start (0-100%), Weather changeability(0-10) my fav, Suface water on track,0-100%) and last Grip reduction on wet track/track edge(Real-normal-low)

@wooball7 unfortunetly there is no specific way to choose time/weather etc. You can go to practice tracks and pick certain ones that contain weather conditions (rain/cloudy/night) and it will randomly generate a scenario. The reason behind it is so that while your driving the weather changes, goes from light to dark, sunny to rain.
