how did u know what buttons to be pressed on the prison ??

To drain the water: Press those light buttons on, on your right then pull the middle lever the water will be drained then turn the last switch thing on the right to open the manhole DO THIS IN THE ORDER ELSE THE DRAIN LEVER WILL BE LOCKED

@Ettawen You have to keep the cover to the latter closed, then go back up to that room with the control panel, and hit the button. The water drains and the latter is down. I haven't played in a while so I can't remember what button it is. Sorry!
