Why not simply sell the cars. There must be more value in that then the scrap. And you still are giving the same penalty to the person with no licence or insurance. They still lose their car. This makes NO SENSE at all. Not to mention the loss of taxes from the person you just took the car from.. No car.. no job... no taxes collected. Friggin Stupid.
