Many Daoists do indeed believe in heavens and many different deities (including internal deities who inhabit the body's organs). Western Daoists tend to recreate Daoism according to their own preferences as an atheistic philosophy.
Traditional Daoists don't believe in heaven or gods in any sense other than a symbolic story-sense. Many tourist attractions like that one, however, appeal to Western notions of spirituality by making references to gods or heavens and so on in their pamphlets or public signage. You've been duped!
