With a population density of 6814 persons per sq KM Singapore has one of the highest population densities in the world. 85% of Singapore population lives in public housing which are leased from HDB. Few residents keep noisy pet song birds. Often these birds are hung out in common corridors from as early as 08:00 HRS until 22:00 HRS. The birds make noise continuously to express their frustration and displeasure. Bright ligts make them think that it is still day time and they continue to chirp late into evening much after all their free counterparts in the wild have gone off to sleep. Neighbors affected by the noise can complain to HDB. HDB officials will depute an officer to advise these residents to be more considerate. Thereafter it is up to the residents whether they want to abide by this or not.

I believe there is no point in complaining to law enforcement agencies as there is no law in the Singapore statute which provides for quick effective measures to be initiated against noisy neighbors.
