@stephanienyc1 What you said has a little bit of logic. but it protects opposite sides in each plug. The phase in one side is the neutral on the other. So its kinda not protecting one of them. That piece of plastic makes it very difficult to insert the plug so i removed it. Oh, and in the single outlets there is no plastic prong inside.
It looks to me like a safety shutter - when you insert the plug, the pin rotates the plastic away from the hole, but when you remove, the plastic falls back into place and covers it -- so little kids can't stick pins or metal bits into the holes. I've seen that same kind of outlet now here in the USA (where they are requiring by electrical code).
